Is this a normal application, can you run it after the device is booted?
Or is this part of custom firmware?

No, a jar file doesn't have its own manifest.
Check the manifest of the application where the jar is used.
Any other clues? Do I have to dig into the implementation of ping and
getbyname:-( as a last resort?
I don't think that's necessary :)
