I am facing this same issue. I am running the Emulator on Windows XP itself (using the WinXP SDK provided on Android's site). I need some mechanism that lets an application talk to the UART of the PC, to which I will connect an external reference board.
Alternatively, I need a way so that I can test my Bluetooth UART-based ref board using Android on PC.
