Does anyone know how this floating menu is implemented?

Is it implemented as a non-fullscreen activity? or is it a floating
dialog?
If the modification of framework code is needed, can anyone please
point me to the right direction
as to which component needs to modify?
My case is specifically for floating menu triggered by EditText.
