No, it can not. At least not at the third party app level. And not in the standard platform, which currently assumes the screen is one fixed resolution from the time it boots. And even if you could, it doesn't make sense to do so on the kinds of devices Android runs on, where the device is built with a screen that has a very clear fixed resolution.
