Yes then it will restart. You may want to have a look at the log when it goes away to see if anything interesting is printed. Also "adb shell dumpsys activity services" well tell you the state of currently active services (even if their process isn't running).
Oh also check for crashing. If a service's process crashes a few times, the services in it will be force removed.
