/mnt/sdcard is correct for Android 2.2 and above

( note it's all lowercase, which doesn't matter today for since memory cards
use FAT32, but just in case, don't change the case ).

As for mkdirs failing, you're probably missing this in your manifest:

<uses-permission android:name="android.permission.WRITE_EXTERNAL_STORAGE" />
