I am not sure which (if any) group would be the right group for that question, but I am pretty sure this is not it. This groups is for questions about using the SDK, not building it.
But why do you want to build the SDK in the first place? That is the job of the Android team at Google. No matter how much of a hotshot you are, you are not likely to be in a position to do a better job of it than they do. OTOH, if it were the Android image for a phone you wanted to build, there is a group for that: android-building.
