We build the Windows SDK on linux, but you won't be able to build the MacOS version on linux. You'll need a Mac for that.
"make PRODUCT-sdk-win_sdk" is the command (when not running the lunch command). However there are config and packages that must be installed on your linux box and I don't have the list right now. Ultimately this will be documented on http://tools.android.com/build which has some information already about building the SDK but not about targeting windows on Linux yet.
