I suggest You to start almost from scratch, buy an arduino, build your own circuit. Connect it to computer, then connect your android app with computer which will control your lights. Then you can make something more complicated, add bluetooth to arduino.
This way it is more FUN, than just buying a circuit which controls the lights! After the hard work developing hardware makes me proud XD Personally, I'm not using arduino, but for beginners that board is easy to learn, and has internet full of tutorials and schematics.
