Right now there is no built-in mechanism for application updates, at least non that I'm aware of. If I'm wrong I'm begging somebody to correct me. I'm pretty sure once Google dudes and dudets release new Market with payment support, application updates will also be automatically supported. For now I include little xml file on my web site and a little xml parsing code in my apps that alerts my users of any new developments. You can use 3rd party soft like the one from OI people but personally I would hold off till Market supports it or roll my own - it's really not hard at all.
