I've just re-read through the code you posted before and found another
problem:
Did you place the <action> inside an <intent-filter>?
Like this:
<intent-filter>
<action android:name="android.nfc.action.TECH_DISCOVERED" />
</intent-filter>
<meta-data android:name="android.nfc.action.TECH_DISCOVERED"
android:resource="@xml/filter_nfc" />
