If I understand it correctly, your problem only exists if you receive a call from (52) 5555 5555 55 while in Indonesia and then you go to, say, Sweden and try to call that number. If you stay in Indonesia you don't have a problem.
I think your best choice, being aware of this problem, is to make sure that you do indeed have a '+' as a prefix in all your contact numbers.
