Um, I'm not sure I can break it down any simpler. But I'll try.

1) On start up of your app use the unofficial Market API to find out
the latest version  of your app that has been published in the Market.
2) Compare that to the version that is running.
3) If the Market version is newer present the user with a dialog
asking if they want to update.
4) If they don take them to your app in the Market.
