No, the NPP server is *always* the recipient of NDEF messages. I.e. each
Nexus S has a NPP server running in the background that listens for
incoming NDEF messages from *other phones*. As soon as an NDEF message
is received, this message is dispatched through the NFC intent
dispatching architecture.

The NPP client is *always* the sender of NDEF messages. Thus, whenever
you invoke enableForegroundNdefPush(), you feed the client with an NDEF
message. As soon as another phone supporting LLCP/NPP comes into range,
the NPP client sends its current NDEF message to the *other phone*
across the NFC peer-to-peer link.
