Look Asadi, Your question is as vague as they come. So was my answer.
About your problem, there can be plenty causes. Keep in mind that in WiFi setting, all 3 parties involved (provider + 2 clients are on the same network), while when you are on 3G, they are not. Is your SIP server accessible from the internet? How did you trace the stream across the 3G network? Those are just few questions, you should be asking yourself.
