Popping up a dialog box in the middle of nowhere is a one-way ticket
to one-star-ville.

Fortunately, no. You cannot launch a dialog from a service. You can
start a dialog-themed activity.

Your service can raise a Notification, and this is generally
preferable to starting an activity from a service.
