What do you mean? You can use Android phones for development. That doesn't mean they are in some low-level debugging mode.
Assume that I have an Android phone plugged onto a winxp pc via a USB cable, and my program on winxp is running 24/7.
I am just wondering whether it is appropriate to let the phone on debug-mode all the time (because my program is no longer debugging).
