TTS is already available as a library from Android Market and http://eyes-free.googlecode.com, and works quite well in my experience.
For many audio purposes, javax.sound is not needed, as other audio APIs may offer similar functionality. For me the audio functionality of Java ME (J2ME) was and is adequate, and hopefully Android will soon offer similar functionality (in particular including access to the raw audio buffers). I suppose the plans and planning for STT will remain under wraps for now...
