This doesn't make any sense..., Catch it where? In the home screen? How about when somebody sends an intent at them... The only way to manage this would be to catch it where these start: in the package manager..., which is also where you would start if you wanted to modify the firmware. (There are other uses of this as well, for example in parental control applications that enforce an app can only be started at a certain time of the day.)
