I am sure that's not the intention, but it's also true that Google doesn't really have a vested interest in "helping" out smaller developers. After all, why do they care if the 30% comes from the big guy or the small guy? Therefore, I wouldn't expect any change related to any of this as this is not (and should not be) a priority for Google.
