Well, because it wouldn't be only helping out small developers. It would be helping to ensure return eyeballs to the the app store. The pattern of: bored, free time start the market poke around and see what's new is executed much less often if "what's new" never changes. (Well, at least by me.) If you demonstrate static content (or content that only changes once a week), I don't have a big driver to return until the expected change might be there. (How often do you check a web comic, how often do you check the daily deals of a store you like, etc.?)
