I am not looking for the min sdk. I should have made that clear.

My intent is to write and app that pulls the targetSdkVersion from all of a 
user's installed apps in order to present them with a clear picture of what 
should and should not run on their device in the event that they update to 
a newer build of Android. This in response to a user's question on XDA. I 
did a cursory search and decided it wasn't impossible and that I should 
just write something like that as I continue to learn the platform.

I think the app would be useful to someone like me who is constantly moving 
from one "rom" to another"on my personal devices. A good example of the 
kind of a situation a user might want to avoid is with Logitech's Harmony 
for Revue, a great app that runs perfect on 2.3.4 but refuses to install to 
the same device on 4.0.3. Logitech will probably never update the app as 
the platform was abandoned and an application that works as I have 
described would at least provide a little foreknowledge. I didn't search 
too hard for a current solution because a) others users can and b) I don't 
care because I like the idea and I am learning by doing.
