However, you have a better chance of hitting the lottery while being struck
by lightning than getting any form of official response to this.

Here's my observation: if you have a site or service that is already
collecting payments from the user (from PayPal for example), your app can
use that payment system. Example: Groupon, LivingSocial, Amazon, Target,
Slacker Radio, etc, etc.

If you do not already have a such a system in place, you cannot put it in
an app to collect payments to bypass the Android Market "Payment Processor"
(Google Checkout / Wallet/ Whatever).

AGAIN - THIS IS JUST AN OBSERVATION. If you're serious about what you're
trying to do, you should get a lawyer.
