To what extend Jelly Bean has improved audio latency?

The Google I/O Fireside was referencing to 12ms:

And he relates to the Galaxy Nexus which is the phone, not the Nexus 7 
tablet! That the tablet behaves similarly is just an assumption which may 
be right or wrong.

How latency is measured is of course unclear. So, at least they talk about 
it in general as a goal which is progress ;-)

It's also not clear how this will be delivered on an API level. They 
mention OpenSLES with a thing called "Fast Mixer". But haven't found
any reference to "Fast Mixer" in the 4.1 API. The NDK hasn't updated yet. 

So, in ideal case the OpenSLES is just delivering the improved audio 
latency automatically.
In worst case, this "FastMixer" is an internal tool the wrote but not part 
of the API nor of Android sources.

In anybody wants to comment or add knowledge and experience, please!
