My guess is that it probably has to do with the fact that paid apps go
through the payment processor to confirm a user owns an app. Free apps
don't. Tracking that a paid app was previously downloaded as free and thus
should be allowed to be re-downloaded or upgraded is probably not as
trivial as you might think.
