Google Play only provides for credit card payments and only in selected
countries. Payment by Paypal or bank transfer is not supported at all.

While this is OK for apps sold in the USA, where credit cards are widely
used, it is not nice for european countries where the majority of people do
not have credit cards or refrain from using credit cards online.

Let's say I have a free version of an app and a pay version of the same
app.
Now the free version provides a link to the paid version on Google Play, so
that user can easily upgrade.

Is it permitted to provide the user the choice of selecting if he wants buy
the paid version on Google Play by credit card or if he wants to buy the
paid version by PayPal or bank transfer at an alternative android market
place, for example AndroidPIT ?
