No, anything that is distributed via play store must be using the play 
store for transactions... (as written in TOS for play store)

In practice: Having a link in your app to your website is ok. Having a 
version of the APK downloadable from there is ok. And having a paypal link 
for paying  (converting to pro version) for those APKs are also fine...

Generally don't be too explicit about the paypal option in your program as 
it may invoke a takedown...
