Well, I haven't used either, so take this with a grain of salt until someone with better knowledge comes around, but I expect that the two are mutually exclusive. I would think you'd have an app that is a shell for your web app, in which you could implement in-app billing. Then you'd have your web app where a user would have an account and would sign in, perhaps with their Google Account. Then the app passes the in-app billing information to the web app ... somehow.
