Depending on what you want to test, there many different tools. Here are some suggestions based on what I've used in the past.
Testing that the server works, try a browser as described above for really basic yes/no test. If the data isn't HTML or JSON/XML, you might just use wireshark to see what the traffic looks like. Having verified the server side, the HttpURLConnection on the handset is the next place to check. What response code do you get when accessing the server? 200? 400-series error?. Just as asked above, can you get there by mobile browser?
