Before Android M I always used the WiFi Mac Address. This also covers devices with no gsm radio that don't have IMEI.
Unfortunately this is no more available from Android M and afterwards. In general it's not recommanded to use a device id that doesn't change after factory resets. The official way would be to use the DeviceId from the Secure package.
