I am not sure how you are getting so confused. It was clearly stated that charges are not *charged* until the refund period is over. When there is a charge back, which can only occur after the refund period since users are not charged yet otherwise, it's handled by Google Checkout which has a usual XXX fee. I personally think you are looking waay too much into this.
I am not saying it's explicitly clear but it's not that confusing either. Let's not forget that when APPLE rolled out their app store, there were even more issues, especially related to their lengthy submission window.
