Well to our dismay, it appears that if you issue someone a refund, it
automatically uninstalls their application. There are several cases I
can think of where you might not want this to happen.

1) You have an upset customer who you would like to issue a refund to,
but still allow them to keep the app. Think restaurant with cold food,
they might bring you hot food out and comp the food. They don't ask
you to regurgitate the food up!

2) You want to give a few copies of your application away, maybe to
press, maybe to friends, who-ever. You don't want your apk emailed all
over though, so you wish to distribute via the marketplace.

3) Maybe you want to issue a partial refund.

I am sure there are other alternatives, but right now if you issue a
refund the application gets deleted.
