I'm not sure when this error is given.

Let me give you some information about how the sample works:

The ApiDemos sample has 2 projects. One for the app and one for the
tests/instrumentation.

The instrumentation project declares an <instrumentation> tag in the
manifest with targetPackage containing the app package of the main
project.

To run the tests, one needs to install *both* apk on the
device/emulator, and then run the command line.

If properly setup, Eclipse is able to do it all automatically.
