That's not going to cut it IMO... Users at one point will disable GPS
for some unrelated reason, say, they enter a no-RF environment, switch
to Airplane mode and BTW disable GPS, forgetting about "sleeper" apps
that rely on GPS thus leaving GPS off for good.
