Hi Robert, I'm developing my apps on my retail G1. I don't have a dev-phone.
The advantage of having a dev-phone is that you can flash it with the latest SDK (1.5/CupCake) and try your apps out on a real device. With my retail G1, i cannot load 1.5 on it. But, for me, that's not a biggie. I can wait a little while until T-mobile pushes SDK1.5 to my phone. In the mean time, i'm still developing for 1.1. In short, you can develop full blown apps and upload them to the Android Market. The only thing you can not do (yet) is properly test them on a real device for SDK1.5.
