1) Why would you want to do that? Applications looking different from
the systems default most of the time look cheap and don't integrate
well in the system. I suppose Google doesn't like that either, as the
encourage everyone to be as consistent with the platform as possible.
Also if you are making your own button style fixed, user's own theme
won't affect your program.
But you can do this by creating your own theme. On anddev.org there's
a nice topic about this, search for it.

2) Themes are the way to go :).

Yet, unless you have a really good reason (like you are developing a
company specific application and need some buttons to have special
attention, I would advice against making buttons look like YOU want
them to look. Google wants the user to be in control of their phone
(and so do I) and forcing YOUR theme isn't a way of letting the user
decide.
