I had a suggestion regarding multiple languages and apks etc.

There are a few issues I can see. The bandwidth as you've mentioned,
the management of multiple .apks as others have mentioned in this
thread
and then there's people needing to buy the application multiple times
if
they wish to get more than one localization with the split system.

I'd like to suggest that changes go into the market rather than on the
developer end for this. It would be useful if the market gave the user
the choice of which locales they wanted. It could just store a
stripped
version of the .apk on the server along with each of the locales taken
from the .apk we submit with all locales included. Then pushes an .apk
with the required combination of localized assets included.

It avoids redundant effort that would be taken again and again and
gives
the user the most flexible experience that could be achieved short of
it
dynamically downloading assets separately so it only ever sent the
minimal .apk for the app. Though if that could be achieved whilst
maintaining backward compatibility that'd be even better.
