I am not an official on this contest, but from my reading of the
preliminary rules, the contest is for an "application", not an
"activity". So if you can put all components in 1 APK file (all
activities, services, etc.) and run it from one icon on the home
screen, then call it an application and good luck.

You can also sometimes combine two apps into one. For example, you
could have two apps for photos: one for taking pictures, and one for
displaying them. Or for contest eligibility you could have one app
that does both. The iPhone comes with one app that does both, and then
another one that only shows pictures, don't ask me why.
