You need a sim card in a phone to access to paid applications on the Market. You also must be in one of the authorizaed countries by gogle to purchase an App. That said, I have Samsung Galaxy at Bouygues Telecoms in France and I also have some problems with some applications which I cannot find (even with the QR Code).
