Paid apps have nothing to do with this. Your example refers to a time when paid market was not yet active for that nation/provider. This issue is different because in involves copy-protected apps (not paid on free ones) in some nations. So the big deal is "when" will Google and Samsung allow copy-protected apps to show up in the Market.. I hope soon :)
