May I just say that I feel it is quite unfair to exclude apps that were
developed in anticipation of adc2 only to be told that by doing so, your
apps do not qualify.

They should have said that from the beginning. It is a shame as there are
apps that have been developed after adc1 and before adc2 that are brilliant
and will lose out.

Can someone from google officially answer this?

Some do travel on business during working days and it happens to be a
long weekend in the UK.
And submissions from business involve a paid bunch of developers who
don't work like hackers over weekends and around midnights.
And this request is due to the window being too short to yield for
contingencies (unlike what was initially announced).
