It needs atleast one child layout like LinearLayout and the
android:layout_width, android:layout_height attributes

Here is a working layout using ScrollView
<ScrollView xmlns:android="http://schemas.android.com/apk/res/android";
android:layout_width="fill_parent"
android:layout_height="fill_parent"
            >
<LinearLayout xmlns:android="http://schemas.android.com/apk/res/
android"
    android:orientation="vertical"
    android:layout_width="fill_parent"
    android:layout_height="fill_parent"
    >
<TextView android:id="@+id/tv"
    android:layout_width="fill_parent"
    android:layout_height="wrap_content"
    android:text="@string/hello"
    />
    <Button android:text="Button01" android:id="@+id/Button01"
android:layout_width="wrap_content"
android:layout_height="wrap_content"></Button>
    <Button android:text="Button02" android:id="@+id/Button02"
android:layout_width="wrap_content"
android:layout_height="wrap_content"></Button>
</LinearLayout>

</ScrollView>
