As far as copyright claims... the copyright holder must make those
claims. So, unless you can find the holder of those copyrighted
materials and convince them to file a DMCA claim, there should be no
expectation that Google proactively seek to prohibit this or any other
developer from releasing applications. We have no concrete proof that
this developer has not gotten permission to use the materials (though
I think we can all pretty much assume correctly that he hasn't).

As far as the "spammy user experience", I suppose you could call it
that. though I fail to see how it is truly any more spammy than the
crosswords that get released in batches of 5, 10, 20 or more, or when
PixelPipe release 50 picture uploading applications in a matter of
only a couple hours. What about some of the other developers who batch
release things like themes, or games... Should we ban all of them too?
Don't get me wrong, I hate seeing this happen... But to ban someone
from the open Market because they release a lot of apps that few
people like just doesn't seem right to me. As far as I can tell, the
developer in question does not actually mislead anybody as to what the
app is... It's just that the apps don't serve a useful purpose and it
is unlikely that anyone would buy them.
