I just got a G1 HTC with no SIM. I don't intend to have one inserted there. When I powered up, it says NO SIM, and emergency call. But Menu or Back button does not go to menu. So essentially I can't get to the development settings, stay awake kind of options. Natually since the debugging setting is not set on the device, plugging the USB cable does not give any new network interface or any other device plug-in.
