Because they opened it and found it to be terrible and a royal mess to set up. (Which is reasonable, given the judging description before the contest opened. It was aimed at quick-and-easy apps, 5 activities and an email later is not 'quick and easy')
I'd personally be more likely to click 'skip' but the app interface does in fact include setup and configuration..
