Just a shot in the dark here, but I believe the <supports-screens/> tag only works in Android versions 1.6 + 2.0. If you try to use it in 1.5, it causes build errors. I also noticed that your minimum sdk requirement was set at 3 which equals android 1.5. That could be causing problems, perhaps especially if the phones being used to access the market are android 1.5 phones. I have no proof of this, but just some speculation.
