It isn't standard, but I have Cyanogen's revovery image loaded on my
phone. I allows me to boot to recovery mode to access a menu of tools.
One of them is "Nandroid", which allows both backups and restores.

Sounds like you might want a variation on that recovery image that
would allow the user to restore a standard load you had previously
backed up for use on their phone. You don't want them backing up, but
you may want them to be able to restore.

Google cm-recovery-1.4.img and see if you can work out how to alter
it.
