Although there is probably _someone_ at Google China who is responsible for liaison with the Chinese government and so would be concerned with any filtering being done of Android, you're not going to find them here, nor are you going to find anyone who knows who they are. Your best bet is probably to go through some of the Chinese-language Google sites, rather than the Android-specific ones.
