I had a similar situation with one small difference. When I showed the webview, I had a dialog window appear for first time users. After the dialog, the virtual keyboard did not appear when selecting the field. My assumption was that it could not get focus.
I changed the interface to avoid the dialog box and that worked for me. It may be entirely unrelated, but perhaps it is a clue.
