This is already happening, since 1.5 at least. The score and comment can be updated at any time by a user. You can also respond to user comments by adding a comment of your own. Just download and install your app on a device, and when you want to respond to a user, make a comment like "Developer Comment: blah blah blah" - it will be the top comment. If later you want to respond to another user, just update your comment, it will move to the top of the pile. You can also change your rating.
